that they believe they are sanctioned by their USHHS solicitor Homoki-Titus; the US President; and the majority of the US members of Congress to manipulate and/or alter the original verbatim meeting minutes under the Privacy Act protection laws.
According to the original transcript, the Advisory Board members seemed to find it was nearly impossible to establish a ways and means to: (1) validate a reason for implementing their secrecy and cover-up intent; (2) destroy public records the Advisory Board members seem to believe are their “privacy act” protected records / business sensitive records; (3) explain why the Site Profiles are incomplete / inaccurate; (4) explain why the co-mingling of the preferred government IT market contractors -- Sanford Cohen & Associates (SC&A ), the Oak Ridge Associated Universities (USDOE contractor), and the NIOSH -- causes procedure violations; and (5) explain why there is bickering between the Advisory Board members and consultants who seem to be “gritting their teeth at each other.”
The manipulated and/or altered “version” indicates that the Advisory Board members use “secret codes.” Clerical worker Cori Homer volunteered and was tasked to destroy the designated government records that should have been released for public scrutiny. The Advisory Board members claim the data is “their product.” Redacted is another word that is used to indicate that “secret” data has been deleted. Obviously, the USHHS solicitor Homoki-Titusbelieves she is not only responsible for legal opinion, but she eagerly accepts her redaction role that was approved by consensus of the Advisory Board members.
ITEM 2 OF 2 (EXHIBIT 43): Entities such as Sanford Cohen & Associates (preferred government IT market contractor) or the $75 million dollar dose reconstruction contractor, USDOE Oak Ridge Associated Universities
(ORAU) / other have very serious conflicts of interest and would likely be recused during a qualified legal process.
---------------
The President’s Advisory Board members’ “CLOSED SESSION” testimony during the 27th meeting December 13, 2004, is definitely contrary to the mere discussion of “budget” issues.
