March 30, 2004, Senator Chuck Grassley (R-Iowa) testified before the Senate Committee on Energy and Natural Resources that only one EEOICPA Subtitle D claimant had been compensated in four years (EXHIBIT 14).  Senator Grassley testified that the USDOE and contractor Science and Engineering Associates (S.E.A.) were requesting an additional $77.3 million dollars to continue processing claims.  The members of Congress advertised that:  (1) the USDOE’s involvement to October 2004 was “illegal” and a failure; (2) 95 percent of “the “claims” had been processed by the USDOL employees; and (3) the USDOL employee(s) performance was wholly lauded by the majority of the members of Congress by comparison.   For comparison, see other incriminating USDOL exhibits beginning on Page 69.

By August 7, 2005, USDOL’s Employment Standards Administration director Peter Turcic designated that the sum of $99 million is utilized to administer both components of the program, with duties spread among 464 employees.  See EXHIBIT 5.   Equation:
$99 million x 5 years = $495 M + $95 M = $590 M

$99 million dollar USDOL operating expense – $95 million dollar
approved USDOE operating expense that would be transferred to the
USDOL operating expense account = only a $4 million dollar
USDOL operating expense.

In four years, reportedly, DOE squandered $95 million on
administrative costs.  A federal auditor found DOE improperly hired
a computer company to process medical claims. That company,
Science and Engineering Associates, is now called Apogen.”

QUESTIONBy October 2004, did USDOL ESA director Turcic mean to infer that the USDOL’s previous operating expense was only $4 million dollars before they inherited the $99 million dollar budget for both programs?

It is probable that the USDOL’s employment figure (464) does not include the numbers of employees hired by the preferred government IT market contractors such as: (1) the USDOE Oak Ridge Associated Universities (ORAU) contactor – a $70 aka $200 million dollar USHHS dose reconstruction contractor; (2) Sanford Cohen & Associates; (3) SENES who invented the heavily criticized and unreliable InterActive Radio Epidemiological Program (IREP) dose reconstruction methodology; (4) USDOE contractor Battle Northwest National Laboratories; (5) the many resource center contractors; or (6) others.  In the Spring of this year, the OWCP awarded another contract to Econometrica who was suppose to develop matrices to identify:  a) diseases common to nuclear weapons workers; b) toxins present at the facilities; and c) impairment ratings
